BCCWID Must Comply With AZ Backflow Prevention Law Overlooked By Previous Boards

The newly elected BCCWID Board of Directors has learned that a very important Arizona law intended to protect public health by safeguarding public water systems from contamination has unfortunately been either overlooked, or intentionally ignored by previous Boards, leaving the District vulnerable.
The situation is now being addressed by the new Board with policy being considered to resolve the problem. The Districts' 98-7 BCCWID Ordinance last updated in 2013 does not appear to have ever been enforced.
The Arizona law states that all public water utilities must comply with the
Arizona Administrative Code § 18-4-215 Backflow Prevention law.
Owner/Users in the District that have Wells connected to the BCCWID community water system must provide documentation and certification of compliance showing that they have the required Backflow Prevention Device (BPD) on their system, and that it has been installed by a qualified plumber or certified BPD installation specialist. Annual testing is also required. The District will keep compliance records on file for 3 years as required by the Arizona Department of Envirinmental Quality (ADEQ).
Those who already have a Backflow Prevention device on their system will still need to get it tested and provide the District with the documentation that is required.
